Philip C. Lauinger, Jr. Chairman, TCFR Executive Committee

Philip C. Lauinger, Jr., is chairman and chief executive officer of Lauinger Publishing Company, Tulsa, Oklahoma. Lauinger Publishing provides investment and advisory services to the business information industry.

Prior to starting Lauinger Publishing in 1992, Mr. Lauinger was chairman and chief executive officer of Penn Well Publishing Company (now Penn Well Corp.), Tulsa, an international publisher of business and trade magazines and other business information products. He served in senior management capacities in this family owned company for almost 30 years and was chief executive officer from 1970 to 1992. Penn Well, founded in 1910, serves such industries as oil and gas, electric power, electronics and semiconductors, lasers and optronics, among others, with business and technical magazines, conferences and exhibitions, and digital products and services.

Mr. Lauinger is a life member of the American Business Media, New York City, the trade association of specialized business publishers. He served as a director from 1972 to 1992 and as chairman of its board of directors in 1979/1980.

Mr. Lauinger is active in the field of international relations at the Center for Strategic and International Studies, Washington, D.C.; as a trustee of Meridian International Center, Washington, D.C.; and as a member of the Council on Foreign Relations, New York City. In education, he is an advisory counselor to the Georgetown University Library, Washington, D.C.; and is a former director and vice president of the Cascia Hall School Foundation, Tulsa. He is also a trustee of The Philbrook Museum of Art.

He is a former director of the publicly traded companies MAPCO, Inc. (now Williams Cos.) and BOK Financial Corp., Tulsa, and Parker Drilling Co., Houston; and of the Derrick Publishing Co., Oil City, PA., which has been owned by Mr. Lauinger’s family since 1885. He is a former trustee and chairman of the Tulsa Industrial Authority.

Mr. Lauinger is a graduate of Cascia Hall Preparatory School, Tulsa, and he holds an AB in economics and philosophy from Georgetown University. He is a recipient of the McAllister Fellowship Award at Northwestern University’s Medill Graduate School of Journalism.

Richard B. Williamson, Vice-Chairman, Executive Committee

Richard (Dick) Williamson is Chairman of the Board at T.D. Williamson, Inc. in Tulsa, Oklahoma. In his current role, Mr. Williamson oversees the operations of the business as well as directs the work of the Board of Directors. Mr. Williamson started with TDW in 1971 as an engineer and has held various management positions. In 1979, he was named Executive Vice President and Chief Operations Officer. He assumed the position of President and Chief Executive Officer in 1992 and was elected Chairman of the Board in 1994. Mr. Williamson has served on the Board of Directors of the Western Energy Institute, chaired the American Gas Association/Equipment and Services Section, the Gas Appliance Manufacturers Association/General Equipment and Services Division, as well as the American Society of Mechanical Engineers/Pipeline Services Division. He received his Bachelor’s degree in Chemical Engineering from the University of Oklahoma and Masters of Business Administration from Northwestern University. He also attended the Stanford University Executive Development Program in 1982.

Robert H. Donaldson, Director

Robert H. Donaldson is Trustees Professor of Political Science at the University of Tulsa, where he served as President from 1990-96. Previously (1984-90) Dr. Donaldson was President of Fairleigh Dickinson University, New Jersey's largest private university, and Provost of Lehman College of the City University of New York (1981-84). He has also taught at Vanderbilt University and at Harvard University; the latter institution awarded his B.A., M.A. and Ph.D. degrees in political science.

Dr. Donaldson has authored or co-authored six books and monographs and more than twodozen articles and book chapters, mostly on the politics and foreign policy of the Soviet Union and Russia. His latest book, with Joseph Nogee, is
The Foreign Policy of Russia: Changing Systems, Enduring Interests; the fourth edition was published in March 2009 by M.E. Sharpe, Inc.

Dr. Donaldson has lectured widely and has served as a consultant to several government agencies. In 1973-74 he was a Council on Foreign Relations International Affairs Fellow serving as a consultant to the Department of State, and in 1978-79 he was Visiting Research Professor at the Strategic Studies Institute of the U.S. Army War College. In recent years, he has made numerous trips to Russia, where he helped establish programs in which the University of Tulsa participated, including the Zelenograd Business College, the Russian-American Oil and Gas Technology Center, and the Russian-American Management Program. More recently, he has worked as a senior consultant with Kaludis Consulting, Inc., on strategic planning and leadership development with universities in Saudi Arabia.

A member of the Council on Foreign Relations, Dr. Donaldson is a past president of the American Committees on Foreign Relations. He has been honored for his work in international higher education by an honorary doctorate awarded by Kyungnam University in Korea, and by the Order of Andres Bello, presented in 1991 by President Carlos Andres Perez of Venezuela.
